Meta Platforms to Resume AI Training Using Public Content in the UK

Meta Platforms, the parent company of Facebook and Instagram, announced that it will soon resume training its AI models using public content shared by adults in the UK. This decision comes after Meta paused its AI training in the region due to regulatory concerns raised by privacy watchdogs. The training will involve utilizing public posts, including photos, captions, and comments, while excluding private messages and content from users under the age of 18.

Background and Regulatory Concerns
In mid-June, Meta faced regulatory backlash when the Irish Data Protection Commission directed the company to delay its plan to use data from social media posts for AI training purposes. The pause allowed Meta to engage with the UK's Information Commissioner's Office (ICO) and address regulatory feedback. "Since we paused training our generative AI models in the UK to address regulatory feedback, we've engaged positively with the ICO... this clarity and certainty will help us bring AI at Meta products to the UK much sooner," Meta said in its recent statement.

User Notifications and the Right to Object
In response to regulatory requirements, Meta has updated its procedures to provide users with clearer information and more control over their data. Starting next week, Facebook and Instagram users in the UK will receive in-app notifications explaining how their public content might be used for AI training. The notifications will also include instructions on how users can object to their data being used in this manner. Meta has streamlined the process for users to opt out and extended the timeframe in which they can exercise this right.

Changes and ICO Involvement
Meta's decision to update its approach comes after engaging with the ICO to ensure compliance with privacy regulations. The ICO has acknowledged Meta's efforts to simplify the objection process and extend the window for users to act. This collaboration marks a significant step in addressing privacy concerns related to AI training with publicly available social media content.

Previous Backlash and Privacy Advocacy
Meta’s plans have not been without controversy. In June, the company faced criticism from the advocacy group NOYB (None of Your Business), which called on national privacy regulators across Europe to intervene. NOYB argued that Meta’s initial notifications were insufficient to meet the European Union’s rigorous privacy and transparency standards.
